About ICT Federation

In April of 2016, the ICT Federation of Cambodia (ICTF) was relaunched with a new Board of Directors, represented by industry leaders, and a new vision was set forth: "Empowering Cambodia's Digital Economy." For the first time, Cambodia's top ICT companies have united with a common cause: empowering small to large ICT related businesses to expand Cambodia's digital economy into a multi-billion dollar industry.

The current board members of ICTF is representing six major ICT sectors: Software Development, Telecom, ISP, Hardware, New Media and Services & Solutions. We plan to add more board members from other sectors soon.

ICTF is independently managed by the private sector but it is strongly endorsed by the Ministry of Post and Telecom (MPTC) as the only recognized ICT association in Cambodia. There are various opportunities for ICTF and MPTC to collaborate on strategic ICT initiatives and events.

CEO of Smart, Telecom
Thomas has gained vast experience in the telecommunications industry during his tenure in key management positions with Siemens AG’s Communication Division and Nokia Siemens Networks. Thomas was also a member of the Supervisory Board of Azerfon in Azerbaijan. Since mid-2008, he has been Chief Executive Officer of the dynamically growing start-up mobile operator in Cambodia, Smart Mobile, which he grew from greenfield, number eight position in the market to number three position, including through the acquisition of Star-Cell in 2011. Since the completion of the merger between Hello Axiata and Smart Mobile in February 2013, Thomas serves as the Chief Executive Officer of Smart, now one of the leading mobile operators in Cambodia.
Pily, who lived in France (Paris) for over 20 years, is highly involved in the economic environment in Cambodia. He is the CEO of Hung Hiep (Cambodia) Co. Ltd, an important agriculture products exporter in the Kingdom and distributor of Volkswagen, E&J Gallo Winery (World no.1 selling red wines), and Lee Kum Kee (World leading Asian cooking sauces). He is also the owner of MDP Co. Ltd., an independent system integrator specialized in large accounts (banking industry, telecom industry and public sector) working closely with Oracle, Microsoft, IBM, Autodesk, Ingenico, Gemalto, Calypso and Cisco. He holds a Bachelors degree in Computer Science from the University of Paris VI and a Bachelors degree in International Commerce with Asia Specialization from the National Institute of Oriental Languages and Civilizations. In his social career, he is a past President of the French-Cambodian Chamber of Commerce, he is the Vice-President of the ICT Federation of Cambodia, he is a Governor of the Board of the American Chamber of Commerce in Cambodia, and he is Vice President of the Cambodian Automotive Industry Federation.

Country Manager of Thakral Group, Services & Solutions
Ashish has more than 10 years’ experience in leadership, marketing, sales, partnership and relationship management, working with various private sector organisations in India and Cambodia. He has worked with organizations like Accenture Services, Lenovo and Hewlett-Packard before joining Thakral Group of companies in Cambodia. His roles have included Database Management, Sales Manager, Business Manager and Country Manager (His present position is Country Manager of Thakral Group of Companies in Cambodia - looking after the overall operations). Ashish is assertive and hands on Executive and Possess excellent practical sales, marketing and business operational skills. He has many years of experience in planning & development and of marketing and sales; particularly motivating sales teams. He also has specific skills in the design and implementation of successful marketing strategies & product promotion plans - building operational excellence in the business

CEO of ithinkasia, Animation
Justin has over 25 years experience within the television, film and animation industries. Working for Australian commercial networks, Ten and Seven before starting a production and post-production company in Australia in 2003. ithinkasia opened in Phnom Penh in 2010 and continued operating in both Australia and Phnom Penh until the Cambodian studio took over all operations and international client services. ithinkasia is committed to seeing growth in the animation industry and for Cambodia to be recognised as a hub for 2D & 3D animation services. The new chapter of the studio in Cambodia is dedicated to impacting Cambodia’s creative output, talent base, and economy while maintaining the highest international level of quality. An internal training program has run successfully since the company’s inception, remaining true to the social enterprise foundations of the business. The studio has completed television programs for Australian networks, children’s animated series for Irish, US and New Zealand studios along with television commercials for Australian and Cambodian clients. ithinkasia are currently engaged in producing a series for an international online channel and an upcoming French produced animated feature film, with more animated international films under discussion.

CEO of ICE Electronic,Hardware
Len has been in Cambodia since 2005. Since the opening of ICE in 2005, ICE is now the biggest IT Company in Cambodia. ICE has distribution from all the big IT vendors such as Dell, Lenovo, Sony, Fuji Xerox, Transcend, and many more. In the beginning of 2005, ICE starts as a small SI with about 8 employees. After a lot of long hours, hard work, and dedication. ICE is now Cambodia’s biggest IT/Electronic supplier in Cambodia. Now 10 years later, ICE has over 200 employees all local country men and women. We have spent a lot of resource to train our employee with international standards. The reason why we have grown so extensively is we make customer service a priority of all else. Our customers’ needs really come first when you deal with ICE. Before coming to Cambodia. Len was a store manager for one of the biggest retail chains in the USA. Len has 7 years’ experience with the retail chain and was given a lot of great management training and experience. All was used when he grew this business back in 2005. Len has an internal drive to see our country get to the digital age. A self-pride in saying, I help the government segment get to the digital age. That is why he is offering up his time and resources to help ICT Federation. The ICT Federation is a great and bigger cause. With the influence of the ministry and government relation, he can help be that once voice of influence to the Cambodia government.

Mr. Chy Sila, has started as an entrepreneur since 1998 with the capital of $500, later venture into F&B in 2002 till the day we have around over 20 with 5 franchise brands, in 2007 Sila started Sabay Digital Corporation today beside Cambodia, Sabay has present in China, Myanmar, recent year Sila also invest in Cineplex business running under Platinum Cineplex and Major Cineplex. Sila also activity involve as volunteer in some Association and NGOs work the founding president of JCI Cambodia which affiliated to JCI over 120 countries around the work, he also serve a BOD of AEISEC in Cambodia, BOD of Young Entrepreneur Association of Cambodia.

Mr. Steven Path is CEO of Pathmazing and is on the Board of Directors of four technology startups overseas. Pathmazing is the global strategic technology partner of over ten startups in the area of biotech, e-commerce, games, virtual reality and social media. Over 70 passionate developers are deeply engaged in these technology firms located in the United States, Malaysia, Singapore, Australia and Cambodia. Our largest client of 6 years is Cargigi, which was later bought out by e-commerce global giant eBay. After living in the US for 33 years, including 25 years of technology innovations and leadership experience, Mr. Path returned to Cambodia to build a leading global app and web solution company. He is a natural entrepreneur who started his first internationally-acclaimed software company at the tender age of 14. At the age of 25, Mr. Path was recruited as CTO of a technology startup eBenX, which he later reaped big financial rewards after the firm had a blockbuster IPO during the first US Internet boom – firm valued at nearly $1 billion during its first month of trading. On the heels of this success, Mr. Path started other successful IT companies and provided IT leadership and consulting services to Fortune 100 companies, including UnitedHealth Group, Prudential and Wells Fargo. A company he co-founded called EmergingSoft is currently owned by a leading event and meeting management company with clients in 75 countries.

CEO of EZECOM, ISP
Paul Blanche-Horgan is one of Cambodia's most experienced executives with an impressive track record of starting up and managing successful communications companies. As Chief Executive Officer (CEO) of Ezecom - the country's leading communications group - Paul currently oversees the operations of 5 separate companies (EZECOM, TelcoTech, RTI, GSS and Telemobile). While each of the group companies has its own distinct focus they all involve the use and provision of communications services. The group's flagship brand is Ezecom.
Paul has a career in the South East Asia telecommunications sector that spans almost two decades. His first posting was as Country Manager for Telstra in Laos. Since then he has played a pivotal role in changing the face of Cambodia's communications landscape having worked as Telstra's Country Manager in Phnom Penh and then as the company's CEO. In 2008 he set up Ezecom - which has since grown to become Cambodia's number 1 ISP and VoIP provider. In 2013 EZEOM announced that it is going to be the Cambodian partner in the to be established Malysia – Thailand – Cambodia submarine cable. The submarine cable will vastly improve Cambodia’s independence in telecommunications and internet connectivity and will improve the country’s overall communications capabilities.
In recognition of his services to the country's telecommunications sector Paul was recently awarded a lifetime achievement award by the Royal Government of Cambodia. Further he has been granted the Cambodian nationality and the honorary title of Okhna by the Royal Government of Cambodia. He has also been asked to assist the Royal Government of Cambodia's Ministry of Post and Telecommunications in its development of the country's communications infrastructure. Paul holds an MBA in Finance from Monash University and a Higher National Certificate (HNC) in Mechanical Engineering.

Mr. SOK Puthyvuth was born in 1980 in Phnom Penh, Cambodia. He went to school in the United States in 1993, where he attended high school in Richmond, Virginia. Then he went on to attend Virginia Military Institute (Lexington, VA) in 1998, and obtain a BA in Economics and Business with minor in Computer Science in 2002. After which he went on to do his Master Program at EUROMED (Marseille, France) in Management. In July 2014, he is also elected as the president of ICT Federation of Cambodia to unite all ICT related associations in Cambodia into one and to bring ICT as tools to improve the way of doing agriculture in Cambodia. In the past 8 years, he has been working hard in modernizing the way we run organization. He has learnt how to use technology to help us improve our productivity and all aspect of our lives, especially in agriculture sector. Finally, he decided to dedicate most of his time to involve in rice and ICT sector in order to bring technology to help agriculture industry in Cambodia.
